Contra Costa County Pulls Measure X Funding from Harbor Pointe — What Discovery Bay Residents Should Know

On Tuesday, May 19, the Contra Costa County Board of Supervisors voted unanimously — 5-0 — to remove Measure X funding from the proposed Harbor Pointe Affordable Housing project in Discovery Bay. Here's a quick breakdown of what happened and what it means for the community.

What is the Harbor Pointe project?

USA Properties Fund, Inc. has proposed constructing 170 affordable rental apartments at 1700 Discovery Bay Blvd, on a 6-acre vacant parcel next to the Discovery Bay Shopping Center. The plan includes seven three-story residential buildings, parking, a clubhouse, and a maintenance building — with 168 of the 170 units designated as affordable housing.

Why did the Board pull the funding?

Supervisor Diane Burgis moved to remove the project from the funding list, citing a lack of community support rather than any flaw in the application itself. In fact, Harbor Pointe ranked 5th out of 10 competing projects.

Residents and local leaders have consistently raised concerns about traffic, evacuation routes, fire safety, and whether Discovery Bay's aging infrastructure can support a development of this scale. Is the project dead?

Not necessarily. USA Properties' representative noted the project is already fully entitled, meaning it has received the necessary land-use approvals and can still move forward — just without this particular round of county funding. The County will now look at redistributing those funds to other projects on the list.
