Updated Permits Signal Potential Transformation for Former Cecchini Ranch

Discovery Bay could soon see one of the most significant development proposals in its recent history, as updated permits have been filed for the redevelopment of the former Cecchini Ranch — a sprawling property located off Highway 4 in eastern Contra Costa County.

The land, totaling roughly 1,122 acres, was purchased in 2018 by the Henghou Group for $11.5 million. Early plans emerged in 2021 outlining a large-scale residential community that would convert agricultural land into housing.

A Master-Planned Vision

According to project documents, the proposal would reshape approximately 555 acres of the site with 2,227 residential units. Plans include 1,275 single-family homes, 515 duplexes, and a 334-unit affordable apartment complex.

The design centers around shared open space, highlighted by a central pond and park intended to anchor the future neighborhood.

Notably, the northern 560 acres are expected to remain preserved through an Agricultural Conservation Easement — an approach aimed at maintaining portions of the region’s rural character while allowing growth elsewhere on the property.

New Filing Reinforces Development Intent

Recent permit filings reaffirm the developer’s commitment to moving forward. The latest project description suggests the community could ultimately deliver around 2,000 homes focused on “Adult Residential Living,” alongside a mix of complementary amenities.

Proposed features include:

  • Light industrial space

  • Sports parks and a larger community park with a community center

  • Boat and RV storage

  • Preserved wetlands and open space

  • A dedicated fire station

Updated architectural plans have not yet been released.

Extending Discovery Bay’s Footprint

Discovery Bay — established in 1968 through the redirection of water into Lido Bay — has evolved into a waterfront community known for its network of bays and dockside homes.

If approved, the Cecchini Ranch development would extend toward the county line and introduce new housing along the banks of the Old River, potentially reshaping the eastern edge of the community.
